Private Home Care vs Government-Funded: What Families Should Know
Understanding your options in Ontario's home care landscape.
Two paths, very different experiences
In Ontario, families navigating home care have two main options: government-funded care through Ontario Health atHome (formerly the LHIN/CCAC system) and private-pay home care services. Both serve a purpose, but the experience can be vastly different.
Government-funded care
**How it works:** You're assessed by Ontario Health atHome, and if eligible, you're allocated a certain number of hours per week of PSW care at no direct cost.
**Pros:**
• Free for eligible families
• Covers basic personal care needs
• Connected to the broader healthcare system
**Cons:**
• Long waitlists (weeks to months)
• Limited hours (often not enough)
• No choice in caregiver
• Rotating workers — different person every visit
• Minimal communication with families
• Rigid scheduling
Private-pay home care
**How it works:** You hire a private care provider directly. You pay per hour and choose the level of service.
**Pros:**
• No waitlists — care can start within days
• Choose your caregiver (or have one carefully matched)
• Consistent caregiver — same person every visit
• Flexible scheduling
• Better communication and transparency
• Higher quality of care (provider has incentive to deliver)
**Cons:**
• Cost ($28-43/hr in Ontario)
• Not covered by OHIP
Can you use both?
Yes. Many families use government-funded hours as a base and supplement with private care for additional coverage, weekends, or specialized needs. This hybrid approach gives you the best of both worlds.
The bottom line
Government care exists for a reason, and we're grateful it does. But if you want consistency, communication, and genuine quality of care — private boutique services fill the gaps the system can't.
